Key Takeaways

  • Visa and Mastercard cards issued by Russian banks do not work in Azerbaijan; Mir works only for cash withdrawals at VTB (Azerbaijan) ATMs, up to 500 AZN per transaction.
  • Since 2026 you can pay via Azerbaijan's national QR code in the T-Bank and "Moy MTS" apps.
  • Cash US dollars or euros are the most reliable option; Baku banks also buy rubles, but at a worse-than-official rate.
  • You can take foreign currency cash out of Russia up to the equivalent of USD 10,000 per person.
  • At Carat you can pay for the rental in cash or with a bank card that works in Azerbaijan; we deliver the car to the airport and hotels for free, 24/7.

In short: what works in Azerbaijan in 2026

Since 2022, the situation with Russian bank cards abroad has changed almost every season, and Azerbaijan is no exception. Below is a summary as of late October 2026. Always double-check the terms with your bank before you travel — rules can change without notice.

Cards and QR payments: what actually works

Mir card

In August 2024, Azerbaijan's processing centres AzeriKart and MilliKart stopped servicing Mir cards. That is why shops, cafés and hotels do not accept Mir.

The only option is withdrawing manat at VTB (Azerbaijan) ATMs. According to travel services' data for summer–autumn 2026, the limit is about 500 AZN per transaction; daily limits vary between sources, so plan for the lower figure. VTB ATMs are located at Heydar Aliyev Airport, the railway station and the bank's branches in Baku.

UnionPay

UnionPay cards from most Russian banks no longer work abroad because of sanctions. According to travellers, cards from Rosselkhozbank (reportedly ATB too) partly work — at ABB ATMs and at ABB and PASHA Bank terminals. There is no guarantee, so treat UnionPay only as a backup.

QR code payments

This is the main change of 2026:

  • "Moy MTS" — since January 2026 you can pay via Azerbaijan's national QR code: in the app open "Money" → "Pay by QR code". According to MTS, it works at over 20,000 points of sale nationwide with no commission. Payments are charged to your phone balance or to a card from any Russian bank.
  • T-Bank — launched QR payments abroad on 22 July 2026, and Azerbaijan is on the list. The limit is up to 1 million rubles per purchase.

QR is convenient in shops and cafés, but not everywhere: markets, small venues and taxis still need cash.

Cash: which currency to bring and where to exchange it

Dollars or rubles?

  • Dollars and euros are exchanged at any bank or exchange office. The Central Bank of Azerbaijan official rate on 30.10.2026 was 1 USD = 1.70 AZN. Bring new, undamaged notes — old or torn ones may be refused.
  • Rubles are also exchanged at Baku banks, for example the International Bank of Azerbaijan (ABB). But the rate is worse: on 30.10.2026 the official rate was 2.0923 AZN per 100 rubles, while the best bank buying rate was about 1.97 AZN — a loss of roughly 6%.

Where to exchange

  • Airport — exchange counters are open 24/7, but rates are usually worse. Exchange just a small amount here for your first expenses.
  • Banks in the city (ABB, Kapital Bank, PASHA Bank, Access Bank) — the best option for the main amount. You may be asked for your passport when exchanging a larger sum.
  • Avoid street money changers and deals arranged via messenger ads.

How much you can take out and bring in

  • From Russia: foreign currency cash up to the equivalent of USD 10,000 per person. Money on cards and in accounts does not need to be declared.
  • Into Azerbaijan: there is no limit on bringing in currency. When leaving, amounts up to USD 10,000 must be declared orally at customs; if you bring more and plan to take part of it back, declare the amount on arrival.

Where you will need cash

Markets, small cafés, taxis, tips and trips to the regions. For Baku public transport you need a BakıKart card (3 AZN); a metro ride costs 0.60 AZN.

How to pay for a car rental in Baku

If you plan to rent a car, sort out payment in advance — especially the deposit.

  • At Carat you can pay in cash in manat or with a bank card that works in Azerbaijan.
  • The deposit is paid when you collect the car — keep this amount in cash or on a working card. Ask for the exact amount for your chosen car when booking.
  • Minimum rental period — 2 days.
  • We deliver the car to Heydar Aliyev Airport and Baku hotels for free, 24/7 — exchange a little money at the airport and get straight behind the wheel.
  • You can rent a car with a Russian driving licence for up to 1 month. More details: Renting a car in Azerbaijan with a Russian driving licence.

Pre-trip checklist

  • ✅ Cash USD or EUR (new notes)
  • ✅ QR payments set up (T-Bank or "Moy MTS")
  • ✅ A backup: UnionPay or a card that works abroad
  • ✅ The car deposit amount — in cash or on a working card
  • ✅ Some manat for the first few hours

Summary

In 2026, money in Azerbaijan is not a problem if you prepare: bring cash, set up QR payments and don't keep all your funds on one card. If you plan to travel around the country, agree on the rental payment in advance — message us on WhatsApp at +994 55 696 55 55 and we will suggest a convenient option.
